Rule question

I was at a hunt a while back and wanted to get your guys opinions. Dogs A,B and C get treed 700 yards deep. Dog D is 400 yards the opposite direction. We go and score the tree with dog D not being struck in yet. As were leaving the tree cast votes to call timeout because dog D isn't struck in. Handler goes and gets dog D off a den tree during the timeout. Next drop dog D strikes and trees quick, we score the tree and handler of dog D asks to call timeout since the other 3 dogs aren't struck in. He gets denied. Is this just bad sportsmanship not calling timeout when they did it before or is it just bad luck? I was handler of dog D and I didnt like the call, Im glad it was a den and not a coon on the outside.

Second rule I didn't agree with. Dog A and B get treed. Dog B sounds deeper and the judge agrees. I was keeping time so I said Id start a 2nd 5 minutes just in case theyre split. Judge says I don't have to because the handler of dog B didn't declare split. If we go in and theyre split the handler of dog B doesn't have to wait his separate 5 because he didn't call the split. If this is the case ill never call my dog split. My dog wasn't in this scenario. Whats the right call on this?

A handler doesnt call his dog split, thats the judges responsibility and shouldnt be done until he is sure.
Timeout is always determined with a cast vote.
