Is it true that a law was passed that makes it iillegal to leave your dog outside in the heat or in the cold? what a bunch of morons.

Illinois legislature sure isn't the brightest crayon in the box. If they were, we would not be in the situation where we are on the verge of filing bankruptcy.

i think it has to do if your dog is outside without proper housing , water or shade you'll get in trouble. Basically its saying be a responsible pet owner .
