Kinda have to see what she's doing to make an educated guess, but it almost sounds like she's expecting you to walk her, and it sound like you're inadvertently exacerbating the issue by doing so.
Send her and pop her a little with a switch like was mentioned above, but I'd stand still and make her go without walking myself, so she doesn't expect you to walk along before she's supposed to go hunting. I make a point to collar up, say something specific like "Hurry!" every time I cut one, and make sure the snap makes an audible click. I know that sounds silly, but repetition of audible cues seem to do alot for me. Those things get to be like a "ready, set, go!" and most dogs will get where they really fire off the chain.
