Its called that because some dogs that wag their tails a lot get the problem, which is a repeatedly injured tail. It often bleeds heavily (just the nature of tail tips--lots of blood vessels), and can involve a break. If there's a break, splint it. Put antibiotic ointment on the open wound, and wrap with enough vet wrap to pad it. Give it several weeks to heal, changing dressing every couple of days. Dogs tend to pull off the bandage, so it should be checked freuently so your hound doesn't expose the wound and chew on it. If the dog won't tolerate the bandage, you may have to use one of those head cones.
If you want to show the dog, take it to a vet and get it done by a professional so there's no kink or scar.
Make sure the dog's kennel has plenty of bedding--you don't want it thumping a weak spot against a hard surface.
