Without the signatures, yes it is a complete scorecard. The MOH checklist says all values in the Strike and Tree columns must be scored with a plus, minus, circle, or delete. The "score" box on the far right-hand side does not need values to be considered a complete scorecard.
Here is the kicker, the scorecard could be complete but we can't know for sure without seeing the rest of it. If the judge was also the CW and signed it on the judge's line, then that is considered a completed card and should be accepted. Any handler that did not sign the scorecard would be scratched. For information on signatures, and which ones are required (and where) see pg. 96 (Rule 13 Chapter) of The Advisor.
Also, remember in Rule 13 states: "Any handler failing to sign the scorecard in the woods may have the opportunity to sign upon returning the scorecard to, and in view of, the MOH/HD." If this scorecard were brought to a MOH/HD the best thing they can do is to get the cast members to sign right there. If they have already left for whatever reason then the MOH/HD would have no choice but to scratch those particular dogs.
