I have done a good number of gun raffles for various fund raisers, and if you are trying to cater to a hunting community, they are a pretty easy sell. What I do is pay for two guns from the local shop, I try to keep the price between $1,200 and $1,000. I make 150 books of tickets, each book containing 6 tickets, the tickets are $5 a piece or $25 for a whole book. At the drawing, the first name picked gets their choice of gun, and the next name gets the other gun. If you sell every book as a whole, your profit will be between $2,750 and $2,550, either way it is a pretty good money maker and the odds for a book are 1:75, which isn't bad for a gun raffle.
As far as legality of it, you need to have a local gun shop willing to work with you. Get a receipt after you pay for it, but make the winners go in and pick it up to do the transfer paperwork. Another thing I put on all of the tickets is a little disclaimer stating, "Such and Such Assoc. reserves the right to substitute firearm for cash value," just in case the winning individual has had their rights revoked.
