APHIS proposed rule to regulate retail pet sellers

SAOVA ALERT: APHIS proposed rule to regulate retail pet sellers

SAOVA friends,

Since the rule was first proposed last May we’ve been at the forefront to raise awareness and opposition against this unnecessary regulation which will severely impact tens of thousands of dog, cat, and small animal breeders. Pet breeding as we know it today will not survive enactment of this rule. Despite another year of budget reductions, APHIS plans to move forward with the implementation of their proposed rule. The 2014 Budget requests $1M for rule enforcement, which is just as absurd an underestimate as their prediction that less than 1,000 breeders nationwide would be newly licensed.

The Fiscal Year 2014 Budget is available online at the Office of Budget and Management and budget overviews are organized by agency. http://www.whitehouse.gov/omb/budget/Appendix

Department of Agriculture, Animal Welfare Section reads: “APHIS' 2014 budget request of $798 million is an overall reduction of $24 million from the 2013 estimate. . . . The Agency is also requesting funding to enforce the Animal Welfare retail pet store rule, which closes a loophole of pets being sold over the Internet, phone, and by mail, that are currently exempt from the regulatory process. The requested funding levels will help support these important regulatory efforts.”

USDA has also posted its FY 2014 Budget Summary and Annual Performance Plan

This includes funding to fully implement the retail pet stores rule, which will offer welfare protections to dogs and certain other animals sold as pets through non-traditional means.”

SAOVA is reactivating the APHIS Opposition List. It is unconscionable for APHIS to enact this rule which will crush the pet industry and we must continue our opposition with a loud voice until Congress listens. If your organization or business did not sign on last summer, you have another opportunity to do so now.

ACTION REQUIRED

not sure if the FAQ was for more info or what but the following are 3 of the questions that will directly affect us:

breeding females can only have 4 max - does mean you breed all of them, just that you have 4 or more "of breeding age" usually 6m & up (Im over that now)

shelter - this allows them to come into your "home" to inspect it if the animal lives in your house. they have to "approve" that its "suitable" for the animal to live there.

internet (here)/phone/mail - have to walk into location to observe animal or seller has to get a license. how many ppl have bought a pup via photos/video/phone calls/word of mouth/etc and then had the pup hauled to them as they lived across country? that would no longer be an option.

all of this goes back to trying to shut down puppy mills that sell to pet stores but if you read Q#3 the retail pet stores will not be affected by this new rule nor will the be inspected under the rules of the AWA. so all this new rule is doing is trying to hurt the small hobby breeders. they need to go to the source..start at the pet shops and trace where they are getting their supply from.

Yes, it was for more info so folks can see what the proposed changes are...............I did not see a link to them in your post.......An important missing link in my opinion.

ok, my post was all that was in the email from SAOVA. the link at the bottom of the FAQ's goes to a page that was for comments for the 2012 comment period. I assume they will be bringing it back up again since they are requesting more funding for 2013-2014 and will have another comment period.
