Breed him to a female. If she has pups his semen is good. If not, he may not.
In my experience even a good Vet can look through a microscope at sperm and can't tell if its good enough to get pups.
There's more to it than if there are "swimmers". How many sperm, how healthy they are, whether they are deformed all play a role. Other factors such as the fluid they are in and some things that vet's don't even understand come into play when determining if a semen sample will get pups.
