I recently purchased a female and the owner never sent off and got the papers in his name however he filled the back out in his name. What do I do in order to get the papers in my name?

You must fill out an affidavit ,if You don't have a blank one You need to call UKC and they'll send You one. Your total fee will be $35 to get dog in Your name. I'm doing the same thing right now on a dog of mine is why I know all about it.
