If it happens only at a certain of year, and no changes have been made to your dog food. It isn't the dog food. Because if it was it would happen all the time. It sounds more like hot spots, the baldness is from bitting and itching. It is most likely allegries.
As a groomer I do see dogs that flare up worse in certain seasons of the year.
The dog can be bathed, but only with medicated shampoo supplied by your vet or groomer. Which will also help with the itching. None of that cheap Hartz stuff. There is also a product out there, that helps with all kinds of dogs aliments. It is supplement, that mixes into a gravy, called Nupro.
Your best bet would just see a vet.
