#1-Yes, a handler can vote even if they didn't witness the situation and in fact, they are required to vote or be scratched. Technically, all cast members are suppose to be at the tree when it is scored.
#2- No. The rule says judge SHALL give permission to go and handle a dog on a split tree when the tree is closed. "SHALL" is the key word.
#3- I would warn one time (and I am not much for warnings in UKC but this is one situation where I would) then if it happens a second time, scratch. That's just me. I believe you could scratch without warning.
#4-Absolutely not. It takes a majority to plus or minus a tree. 2 is not a majority of 4. If you had a 3 dog cast, then the answer would be yes.
