The way I see it, the Bluetick was bred for a color trait..whereas the English dogs were not. And if the Bluetick was bred to be a different "purebred" dog, why not the Redtick?
Bluetick, Redtick, spotted, etc colors were in the English Registry in the begining. In 1945 O.O. Grant (bluetick) and Lester Nance (walker) headed groups to promote these colors separate. UKC went along with it and the Bluetick & Treeing Walker Breed registries were started. These colors are still in the English Breed.
Times have changed but I feel sure that Redtick fanciers could organize and go to UKC and present their case and maybe become another breed. English would still have the color; but Breeders could take pride in promoting their Redticks as a separate Breed like the bluetick and walker men do.
