older hounds are easier to housebreak, in my experience, although I haven't had serious trouble with puppies either. Depends on the individual.
My two live in a second floor apartment in Brooklyn NY for part of the week and are just fine, despite having to go out on lead, with a long delay for locking doors, etc. The younger one had always lived outdoors before I got him at 1 1/2 years. He marked indoors once the first day and never had a problem again, after only a mild reprimand. If your hound is with you 24/7 as you describe, he will be responsive to your wishes. Should be very easy to housebreak.
Stealing human food will be a bigger problem--make sure you don't leave food out where he can get it!
