TEXAS HB1451 update - contact Gov.

Politely contact Gov. Perry & ask him to VETO HB1451. Remind him that you vote!

Governor Rick Perry has called a 30 day Special Session of the Legislation.
This is the first Special Session and more 30 day sessions could follow if
his lengthy agenda isn't completed by then. So it's not over for animal
owners in Texas yet. Governor Perry sets the agenda. We are watching ...

RPOA had 11 Top Priority Bills to oppose this session. There were four less
important bills that we opposed as being detrimental to animal welfare in
this state but we didn't have time nor members to attend those public
hearings. We supported 8 Bills and there were 12 other animal bills filed
that we monitored.
We'll have a full report on the 35 bills of concern this legislative session
at a later date.

The veto of HB 1451 is now our top priority. No other state has had so many
"animal rights" bills filed at one time. Texas is obviously a special
target for the radical meatless and petless "animal rights" extremists.

Notice has just been received of two bills pertaining to animals filed in
the Special Session -- identical bills in House and Senate. RPOA is only
involved in companion animal issues, not wild animal issues which are
included in the bills.
HB 56 by Larson and Identical Companion Bill: SB 35 by Wentworth.
The bill exempts Search & Rescue Teams from city ordinances, including the
Leash Law, that restrict the Team training a service dog for search and
rescue or law enforcement purposes. RPOA definitely supports Section 1 with
no position on the rest of the bill.

The Special Session and HB 1451 Veto by the governor means our two lobbyists
are working overtime for us this month. Both lobbyists are still on the
clock and it's not over. Besides the time they put in themselves, they
provide RPOA with valuable insights to the legislative process, special
daily and weekly legislative reports, legislators that we should contact,
and inside information. It is a working partnership.

We can't all be in Austin so RPOA also covers expenses for our public
hearing witnesses and other efforts by Martin Kralik and Martine Huslig to
do the very important job for us of educating legislators on animal issues.

If RPOA is to continue in a leadership role "providing a reasonable voice
regarding all Texas animal issues," it takes money!
