Based on the rules a person who is barred cannot:
Register dogs in their name, breed dogs registered to them (the litter can't be registered), can't register litters, cannot participate in a UKC liscensed event (this includes dogs registered in their name), can't get points on their dogs at events, and cannot advertise in UKC publications or internet site.
So this leaves open the ability to remain a member of a chartered club, participate in non-UKC club events (buddy hunts, other KC hunts, etc), come to the club as a working member but they cannot work UKC events (I assume they could help in the kitchen, help with non-liscensed treeing contests, and even sweep the floor). It states "advertise" so they might even be able to post on this site if they do not advertise anything for sale???? In fact if the hunt on Thursday night was not UKC liscensed they were OK to hunt as it was not UKC.
I am aware of this info as my club had a member barred a few years ago, I checked into the rules carefully in case he came around.
