Questions for UKC

I believe the UKC clubs should known the rules
Question:

Can a cast can change the blk & white UKC rule about guests shining the tree ?

It was the frist drop & the hunting judge/ guide had his GPA still on ( ntch event ) after we sent the dogs ,I called for his dog to be scarcthed and a time out called ,according to the ukc rule , are there any gray area's in this rule ,which gives anyone in the cast the right to have his GPS on ,even for a short peroid of time after the dogs are casted out even if it was a accident ?

This person was very mad and said that he would leave us there if he had to scarch his dog
so i asked to call the hunt director to find out how we should handle it , when we got him on the phone, he past the phone to a master of hounds ( it was a hunt director hunt ) he told us to put a ? mark on the card and go hunting , so we did .

what is the cell phone rules when in a night hunt

I would like to known how the hunt director should of handled this and can blk& white ukc rules be changes by the cast
