I'm very very sorry to hear this. It's a story I hear at least once a week. My suggestion is to seek the advice of an attorney. This is a civil issue and UKC cannot be involved. Very, sorry and I wish you the best of luck.
Next time, don't pay completely for a dog unless you get the registration papers. The only exception to that would be if you had to meet terms of a contract, for example, spay neuter.
