wich seat holds the most power at a club and in wich order do the seats go most powerful on down

An officer's vote shouldn't carry any more weight than any other member.
The club's I'm involved in, it is the officer's duties to conduct club business. Each club also has at least 2 directors. It is the director's duties that club stays focused on the mission statement.
The only time decisions should be made without a club membership vote is any special circumstances where time doesn't permit getting all members together and a decision needs to be made. In that case, they can call an Officers/Directors meeting but all Officers and Directors should be present.
They only time I can recall any special Officer / Director's meetings is when a treasurer or member has run off with some money or when a large purchase is being made and needs to be made in a timely manner.

BROGY THIS ISNT THE WAY ALL CLUBS WORK. THEY HAD A BOARD MEETING WITH OUT ALL OF THE BOARD MEMBERS! THIS IS WHY THEIR IS ALOT OF PROBLEMS IN THIS CLUB. AND WHY THEY HAVE PROBLEMS KEEPING MEMBERS. ITS RUN BY ONE GUY!

No one seat is higher powered than the others. Depending on how your clubs by-laws and constitution are set up, the board of directors should have atleast three members as to keep a tie vote impossible and generally have the most power, because they are usually elected older members who have the wisdom to lead and teach us younger members and officers.

Jay,

No mission statement and no by-laws leads to those kinds of problems.

I've stopped supporting or belonging to organizations for the same type of stuff.

They only way to curb it is to attend a meeting and make a motion to prevent whatever they are trying to push. Put it to a vote, majority wins. Nuff said. Either live with the decisions made BY THE CLUB MEMBERS or move onto a different organization.

I feel club officers should be members who have proven to want to be active and involved with the club. It is they're duties to conduct club business. You can't have officers that don't attend club functions and meetings. It just doesn't make sense.
Directors should be long tenured members in good standing. Generally your older club members. These are the guys who've probably laid the ground work for the club, it is they're duty to be sure the club is operating right and staying focused on what the purpose of the club intended to be.
Officers and Director's vote doesn't mean anything more than any other paid member, but in some situations they may be called upon to make decisions in the best interest of the CLUB not just they're own opinions.
Its easy... have a mission statement and by-laws, elect officers that are responsible enough to carry out the duties, elect Directors that will ensure the club is doing what it is supposed to according to the mission statement and by-laws, and elect committees to help carry out the different activities of the club.
