he can but he better be checked to see where the other one is..if it didnt drop when it was a pup,better have a vet xray him to see if it is inside and can be restored or removed if needed..
if he only has one due to an accident ,then i would still have him checked to see if the cord is still attached and still fertal ..
if he was born with just one,he could still breed but most people wouldnt breed to him as it would be a genectic fault and maybe pass it on to the offspring,,
