Don't know because the pictures were forwarded but it looks like a coon was able to climb the rebar the get to the feeder. The cage probably was put around the spreader to keep the coon from getting corn out.

Thats a Wire Cage around the Feeder Mechanism, Its intended to keep Squirrels and Coons from Spining the slinger and dumping the Corn out.
The Coon Tail is an actual Racoon climbing up one of the legs of the feeder.
