Breeder has not sent papers

It has been over 4 weeks and I have been told several times by both the husband and wife ( the breeders) that my papers are in the mail. But I have also been told conflickting information between the 2 of them. My dog, Chinese Shar-Pei came with a puppy guarantee and even on their web page it says plainly that all Genetic and Heredity defects are covered. My dog is 17 weeks of age now, and her eyes are in need of surgery do to the eyelids rolling under irritating the eye, and left untreated can cause damage to the cornea. The husband told me the only thing he was willing to do was "Tack" the eye lids, but after consulting with several vets this procedure is performed on dogs 2 weeks of age or right after their eyes open. Doing this type of procedure now is only prolonging the inevidable, surgery. Not to mention the vet said that this could lead to infection due to the amount of skin that would have to be tacked. My vet has said the best course of action is surgery to repair the eyes. Now the wife has told me a completely different story. She is denying me any type of Puppy Guarantee. Basically all I want at this point is the dogs papers so I can register her. The breeders website is www.kanines.com. I would like to know what course of action I can take to get the papers for the dog since its quite obvious the breeders have no intention of sending them to me.
Any help or suggestions would be greatly appreciated.

Assuming the parents are United Kennel Club registered, the following applies:

Unfortunately, because the sale of a dog is considered a civil matter between the buyer and seller, you may want to seek legal assistance to determine your rights in this particular case and pursue your rights in a court of law. UKC will uphold all decisions made in a court of law once documentation has been provided.

To file a formal complaint against this individual, please mail or fax a SIGNED, WRITTEN complaint detailing the situation. This statement may either be faxed or mailed, but will not be accepted via email or over the phone. Please be sure to include the seller's name, address, phone number and email address (if available). We will create a file on this individual and track any other complaints submitted to UKC against this individual. If multiple complaints are received on any individual, the UKC Disciplinary Committee reserves the right to investigate the individual with the potential of pursuing disciplinary action against the individual.
