I've been shipping fresh chilled semen for three or four years now, and you are right...it makes sense.
But here is the big stopper....the vet on the receiving end. The buck stops right there.
I've had several guys that were going to ship chilled semen to their female, but either could not find a vet locally that could or would do the progesterone testing, OR, they are charging hundreds of dollars (most times more than the cost of the stud fee plus overnight shipping)
I've seen and heard some pretty outrageous vet expenses for progesterone testing. A guy in Mississippi wanted semen shipped. His local vet was going to charge him $500.00 for office calls, multiple progesterone test, recieving the semen, and insemination. It would have been much less expensive for him to load up and drive to Indiana.
So yes, from the aspect of collection, preparation, and shipping the semen...we have perfected the shipping of chilled semen. In the horse world, a vet will come to the farm, ultrasound the mare and can actually see a developing follicle, and tell you what day to breed the mare. They will do this for about $75.00 locally. They will then come BACK to the farm, inseminate the mare for you for another $100.00...making it very feasible. However, if you can't find a vet locally that is able and willing to do the progesterone testing for a reasonable fee....then we are beating our heads against the wall.
