Many times prednisone can help a hoarseness/barking out problem. However, this is a steroid and should be used with caution. It can really do the trick sometimes. You would have to get it from your vet.
I'm not a big fan of bark/no-bark collars, but lots of times these gadgets are the only help some folks have. It's just that their usage can and does sometimes cause additional problems. Not often, but it happens. I prefer to teach a dog the command for NO NOISE, whether it be that command, or QUIET, or HUSH or whatever works...this can be done in a variety of ways. Then, it can be reinforced by you with a regular e-collar, but this has to be done consistently over a period of days and you must be there to do it. If you are using a bark collar, always monitor the battery life, and initially, make sure your dog understands that collar. Some dogs panic and continue to bark, which is obviously a bad situation as they bark through the stimulation.
When using any training collar, be it e-collar or bark collar, do not leave it on for longer than a maximum of 12 hours (for some dogs, less) without at least repositioning it, if not removing it.
Hope this helps.
