I have had some "close encounters" with the dogs running at large county ordinance. In the situations I've been in, if a dog has a tracking collar on it, it is still within the handler's control, per se. However, if at the time, an officer thinks that enforcement needs to be done, due to lack of knowledge, or several complaints, and trying to keep people happy, I would most definetely be contacting the local district attorney first thing in the morning. I would also place a call to the issuing agency of the ticket and ask to speak to a supervisor reference the ticket. You might be surprised how fast a ticket can be dismissed before even going to the DA with just a little civil conversation.
I don't think the "dogs running at large" nuisance ordinance is the anti's trying to sink their teeth into dog handler's, I just think it is what it is. Dogs running around and becoming nuisances, and/or tresspassing causes problems for people. No different than cattle getting out of their fenced in area.
