I would think you would need PROOF that this is happening, before filing a complaint. If the minutes are read from the previous meeting and no one calls them on the lies, they get approved to read as they stand. Someone has got to stand up and say 'Hey, thats not what was said last time!' Take a small hand held tape recorder in for the next meeting, then at the following meeting, if the minutes have been altered, you have the proof you need. THEN file a complaint. Sounds like you need to clean house of your officiers and elect ones that going to do the job right. If you can't stand up to what is right, you can't complain. Those little tape recorders don't cost much and neither do the tapes for in them. Tape the meeting and then for the next meeting, if things don't jive, play the tape for them. That might get them back on the straight and narrow.
