Along with criminal background checks for applicants, it uses numbers to determine whether a breeder must be licensed; places responsibilty for administration and enforcement with the Commerce Dept. (instead of OH Dept. of Agriculture), includes boarding and training kennels with space for more than 8 dogs as well as breeding kennels; requires specific veterinary care, including certain vaccinations, forces boarding kennel owners to be bonded or insured with the state as beneficiary (bond to be used if dogs are impounded from the facility); requires continual access to water even in temporary confinement; prohibits the use of most dog crates unless the crate is used for travel; makes training and boarding kennel owners responsible for lapses in grooming and vet care by dog owners; and requires breeders to prove they do not fall under the law.
This bill has not (yet) been assigned to a committee. This is just a heads-up so we can be prepared to write our representatives IF this bill make it out of committee onto the floor for consideration. Ohio Sportsmen & Sporting Dog Assn. and Ohio Assn. of Animal Owners are monitoring its progress.
