Sounds like someone got a little button happy with this dog.Keep tryin to put a tracking collar on him.Maybe just leave it on him for a day or two.He might never come out of it.

I have only shocked him a couple of times. He ran way the other day and i put it on him and he acted scared never left my side and put his tail between his legs i didnt shock him either. The night before i took him hunting and he acted perfectly normal with the collars on . but when he got home from running away he acts scared with the collars on but act normal with them off.

some dogs cant take much electric.I always start low intensity/short button pushes and work up.

I would be willing to bet that he has had the juice before you got him...

That is something awful hard to bring a dog back from if you can ever get him over it...Best of luck to you, you have some long days and nights ahead of you.

Put the collars on him and let him live with them for a week or two. I had a dog once that sat down and braced for the shock when I put the dummy collar on him. He forgot all about it after wearing it for a while.
