Time-out question

So with zones coming up I printed off the rulebook and starting picking through the rules to make sure the gray areas are black and white. I have one that kind of caught my eye and was curious what/how its handled.

Rule 7e: After scoring dogs on tree and all remaining dogs are either on leash or declared treed, and cast decides to move to new location after all trees are scored, time out may be called walking to remaining trees with scored dogs on leash. and so on and so forth.

WHO decided you're calling timeout and moving? Majority, the judge, the guide, the guy getting beat that wants strike to open back up to 100? I feel like this could be used as an unfair advantage at times. Say my dog is through the country and in the "good hunting" but Joe's dog is at the truck and he wants to move? Who decides that??

The first part of the rule says it takes a majority of the cast to call time out or non- hunting judge. There are only certain circumstances where you can call time out such as danger, getting on posted land etc.
The other part that refers to moving says that all dogs must be on leash or declared treed.

If all dogs are treed and your dog is treed first and scored, the other three handlers can decide to leash lock you so that your dog doesn't get to hunt by itself while they score their trees. They can do it but you are going to call time out between trees so you won't lose any actual hunt time. Your dog just won't get that hunt time all by itself.

If your dog is treed 3rd or 4th then of course you will want to call time out and use the move rule. If your dog is treed 1st then you will jump up and down and say that there is no reason to move. If your dog is treed second then you have some serious thinking to do.

Bent rules

You show me a rule and I'll find ya someone that knows how to bend it almost to the point of breaking to benefit them. And that's in any sport. The reason for this rule is to keep time on the clock if dogs get split to much and you've hunted the area out. The only way your scenario works is if the dog that's in the good hunting was treed first and all dogs are not leashed. Then you have to go to him first and would if not calling time have the option to recut. But if the dog at the truck treed first and time wasn't called he can be kept on a lead and walked to the good hunting to score that dog then recut.
Me personally I think anyone that keeps a dog on the leash to scared of what it will do if recut, isn't packing what I'm looking for. My opinion do away completely with the leash lock and make it mandatory to recast the dog. That's why you entered it, to see it go, good or bad, not walk it around leashed.
