It is my belief that rule 11B at the very bottom (last sentence) addresses your question. And my interpretation of that statement indicates I WOULD give those handlers the option to either turn loose or stay on the strap.
I say this because Dogs C&D were both struck and working a track at the time dogs A&B were struck and treed. The judge accepted the strike call, therefore I assume all folks heard those two dogs open on track. The fact that they were not opening when the cast pulled the two scored dogs off the tree has no relevance to me (on the option to turn loose) as they both had already been heard tracking. Dogs C&D were not treed yet, thus competing for tree points, therefore I say let those handlers have that option to recast or hold on to their dogs until the hunt time expires. It's their call at that point (in my humble opinion) of course.
