Dog with mouth problem ?

I have a 3 yr. old male dog that has a good bawl mouth, but every once in awhile, he can't bark. Like on first track, and tree he kind of squeaks, and chirps, like he's trying to bark but can't get it out. After awhile he's fine, and sounds normal for the rest of the night. This doesn't happen every night, just every once in awhile. I have noticed him do it in the kennel a few times. He's kennel quiet, and not allowed to bark, other than feed time. So I know he's not just barked himself out. Anybody have any experience with this.
