I heard the news broadcaster say the dog was a chow mix but it sure didn't look much like a chow to me. However having said that, chows are about as unpredictable as pitt bulls from where I stand.
My good friends son was ate up by a full blooded chow when he was about the same age as that little boy in the video.
Additionally (in my opinion) that dog in the video looked more like a pitt mix than it did a chow mix.
I worked almost 4 years in our local county dog shelter and I have seen many folks over those 4 years tell our wardens, My dog is a Lab mix, terror mix, what ever they can think of, to keep from calling their dog a pit mix. Even when the dog may be 3/4 pitt and 1/4 Lab, they will still call it a lab mix rather than call it what it really is in an effort to attempt to keep from paying the added insurance and housing requirement of a pitt bull. Having said that the laws have now changed here in Ohio whereas all dogs pitt or no pit fall under the insurance and housing guidelines as was originally utilized for pitts, when the dog kills another dog or seriously injures a person. Doesn't matter if its a chihuahua, or a Pitt, they now fall under the same requirements when they cause serious injury.
