I'm thinking phones can be carried but must be turned off during hunt time

They can be carried and used during hunt time but only with permission of the judge. They cannot be used to keep time

Actually, this policy was changed in the 2014 Official UKC Coonhound Rulebook to allow Judges/handlers to use their phone to keep time, add scores, etc. This will allow hunters to use hunt time apps, etc.

Please keep in mind though that scores still cannot be transmitted and handlers can be written up for misconduct if it is deemed detrimental to the hunt.

For more information you can refer to Rule 16 under the misconduct heading under sub-rule (f).
