Allergies will absolutely make a dog lose it's voice. One of my 2 year olds did it last year, and it's starting again already, since the trees are starting to come in bloom here. You'll usually notice snotty swollen eyes, and runny nose along with the loss of their voice if it's allergies. I use the over the counter Zyrtec, clears him right up in a couple days, and it doesn't make them tired and sluggish like the Benadryl will.
The local wildflower honey is a better long term solution, because it helps them build immunity, just like it will in humans. But it can take a couple months to see any substantial difference. It can actually make them worse for several days, and it's possible that they could have a severe allergic reaction to it.
