Smart charger

Charger is blinking red rather than solid red light....is this a battery problem or a charger issue?

Depends on the battery pack and charger. Many cases it just means the battery is completely dead and the circuit in the charger sees a fault. Generally just leave it plugged up and in a short period of time once battery builds up a little it will turn red and start charging.
If it continues flashing there may be a fault somewhere.
