JiM is right: it is a state by state issue. Most states I've been to if you have a permit from the DNR (or whatever they call it there) it allows non-residents to hunt in what they consider a "field-triel" (nite hunt) without getting a out of state license to do so. I'm not aware of any state that doesn't make this provision, but there might be some.
I think, but not positive, the permit in IL allows out of state hunters to hunt for a couple days before the event actually starts.
It's always a good idea to check with your local DNR before you host an event. Most states make it fairly easy to get the permits for nite hunts. I know I got the permits for the Winter Classic and the state of Mississippi was super, super easy to work with and extremely helpful.
