*10. A dog may qualify at one R.Q.E. per year, and only one R.Q.E. per year. There is no limit to how many different Regional Qualifying Events a dog may enter in order to qualify.

"There is no limit on the amount of dogs that may be entered at a RQE. Any dog that places in the top ten available placements is qualified for the World Hunt. Yes, a dog may entered as many RQE's as they want but once qualified it a dog may not be entered in another RQE. "

I think if you do enter in another after already gettin qualified your eliminated from gettin the chance to compete in the world hunt with that dog.

i believe they should do away with it and just let whoever wants to hunt the world pay a fee and hunt i believe alot more guys would enter a dog never hunted in a night hunt enter just because its the world and it would keep guys like you from beating someone who would go to the world out when your just wanting to get points and might not go to the hunt not sayen you wouldnt go but since you said you already qualified why enter another one a knock a man out that wants to go but gets beat by someone just wanting to title a dog?

You need a newer rule book longshot. That rule now goes on to explain that you can enter a Breed Specific RQE such as is held at B&T Days every year even if your dog has already qualified at a previous RQE. The Breed Day RQE'S are the only exception to your quote of rule 10.
