traker radio question

I need some serious help! I use a tracker classic tracking system and I'm having some truoble with a new collar I bought I'm trying to use on channel two my channel one collar is working perfectly fine. I have to turn the gain all the way up just to get the reciever to pick up the collar from three feet away. I even used the near switch and still the same thing it doesn't pick it up after three feet or so. The collar is the right frequency too I don't get it. Have any of u ran into this problem before or know how to fix it any advice is welcome. Thanks
