The Breed Winner is usually awarded by the Breed Association. First, you have to be a member of the assosciation. Usually the award is given to the "high scoring dog" of that breed. If you look at the award, it will say "high scoring dog", not Overall Breed Winner. This is how the association rules are worded. If you don't think that is right then you should join the association, go to their board meeting and make a proposal to change the wording.
