Crazy DC 40 Problem...

Got two collars for my system with the astro 220 but this one collar is just baffling...I bought this collar later on and added it to my system and it never really has worked right, it would lose signal every 30 seconds or so and then come back when it was new but now it only picks up a signal every 5 minutes or so and stays a few seconds and goes away. You can watch the comm. signal strength come up to a few bars and then go away. Here's what I have done:

traded antennas with my other good collar
went on line and ran the newest update for the collar
changed the comm number to a different one a couple times
erased it from the handheld and put it back on several times
calibrated the compass on the handheld
did a system reset on the handheld
unplugged the battery on the collar for 2 hours to reset

Is this collar trash or what?

Send it back to Garmin.. Sounds like a processor if giving up.
