if a person pays the EXTRA $35 for "next day air", and follows the instructions of writing it on the outside of the envelope and if it was sent out wednesday morning, how long would it take until i recieve it?

How did you send it? Regular mail? If you sent regular mail, that depends on how long to get to UKC.

Once at UKC, depending on what time mail arrived, papers would be processed in 1 business day.
