Here's an Illinois bill to support - SB 1637 "Animals-Identification Scan" - it's an IFDCO (IL Federation of Dog Clubs and Owners) initiative bill which - if enacted - would help to ensure that your own pet would come home safely to you by requiring that shelters check for other forms of pet ID upon impoundment of a lost or "at large" pet; requiring shelters perform a second microchip scan before euthanizing or transferring a pet after any required hold time has elapsed; and requiring that shelters contact the secondary names or original implanter of a microchip if the primary chip contact could not be reached or refused to reclaim the animal.
