I have a apbt that is not registrated in any kennel club and her parents are not registrated. Can she be registrated here or do I have to registrater her in other kennel club like The American Pit Bull Registry or The Canine Kennel Club first?

I think I already answered this question but in case not, the answer would be no. The dog must currently be registered with a registry acknowledged by UKC.

My advice is to spay or neuter the dog and enjoy it as a pet. You can list the dog with UKC, which would allow you to enter working events.
