Was the dog individually registered in his name? If yes, then he just needs to request a duplicate from UKC. If no, is he the breeder? If yes, he can request duplicate puppy papers. If no, he'll have to track down the breeder and get the breeder to request them.

That's fine - papers don't expire - there is a $20 late charge on top of the transfer fee, but there's no problem doing it this late.
