i may be wrong, and i may well be, but i do not believe you have to wait for the dog to open. The rule states you must cut to a dog opening in that situation. i see no where, where it states you have to wait the 8 minutes on a dog that is "out on trail". I guess for technical purposes, you could wait until the 8 minutes is up, but i don't see why you would want to. I am thinking that having to wait the 8 is unfair to a dog that hunts being locked on leash, when 2 other dogs are out competeing. No, you can cut when dogs are out on trail, when you want to. If they bark, you have to. that is the difference.
