What does this saying mean?

It's nothing to do with coon hunting, but I hear it all the time...
" IT'S RAINING TO BEAT THE BAND "...??

That saying must come from up north, cause I have never heard it in life !!! And I can't tell you what in the H3LL it would mean either.. I would guess it would mean what we say down here.. " ITS RAINING HARDER THAN A COW PISSING ON A FLAT ROCK "

I saw the phrase used on many sites to mean "Out does anything around"!
: "It was raining to beat the band."---In the early 1900's band concerts were popular and bands often played at ceremonial events. The band would be the most audible and conspicuous entity around. Any action or performance which out did the band was remarkable.
: I have no back up on this so my explanation might be called a big maybe!

"To beat the band"

It's definitely endemic to the north. Also very handy to add exclamation to anything you want to emphasize. The cows are mooing to beat the band. He's running to beat the band. The combine is harvesting to beat the band. My dog's treeing to beat the band. I don't hear it much anymore but know what it means from my youth.
