2 things have worked for me so far. A couple of my dogs will hold their tails if you sort of pull a few hairs down toward the base of their tail. Then a couple of them do better if I sort of lightly "pat" the back of their tails on the backside, about midway up. Hard to put into words...it's much easier to show than tell LOL! Of course I do have one that won't hold her tail up no matter what...she doesn't tuck it, just doesn't hold it up on the bench. She's trained well enough that I can set her up then step towards her backside and just hold her tail up with my hand, so if she's acting right I do that. If she isn't showing her best that day I've also shown her without worrying about her tail, and have won several times when I didn't even put her tail up once. Good luck...I've found tails have been the hardest part for my dogs to learn on the bench LOL.
