comp questions

I have been thinking about comp hunting, but not sure of the rules. where can I read all the rules at. and how old is to old for a hound to comp hunt. the only reason I haven't yet is, I have also heard that there is a lot of politic in it, and what I have read on here it seem to be true. what I meant is, if a rule says one thing, how can a judge decides on another, or make a new rule up. just asking, any help will be nice. thanks
