nite hunt rule #18 (b) 4 says if a majority of cast is not reached then leave it as called by the judge and question on the card.
It doesn't say circle anywhere?

Rule 18 deals with questioning a judge's decision. You see, that's different than scoring a tree for instance. With rule 18, you are voting whether to let the judge's decision stand or whether to overrule the judge's decision regardless of whether the points are plus, minus or circle. Does that make sense?
