If you can get your hands on them, take them to the pound, or if you can get them contained in a pen or in your backyard, call the pound to come pick them up.
If they are problem dogs, either the owner won't pay to bail them out the first time, or they'll just get tired of paying the fee to bail them out.
I would also call both animal control and the police each and every time you see them off the owner's property, and keep a log of dates and times. If animal control still won't do anything, call your city council - generally they oversee animal control, and let them know that your kids have been repeatedly threatened by these dogs, animal control is not doing their job, and you want something done before a child is maimed......
