If you read between the lines, the township supervisor is suggesting that you should file a harrassment complaint with the police. This is a very good idea, as it creates a paper trail that he has been bothering you, and will become very useful if the problems continue.
Once this is established, it gives the township the right to label the guy a nuisance, and then they no longer have to respond to his complaints.
See if you can get a picture of him near your property, or statements from your neighbours that they have seen him there, and you have proof that he has been provoking the dogs to bark in order to harrass you.
At the very least, once you file a complaint with the police, they will pay him a visit, and that should make him less likely to continue to bother you, knowing that the police are aware of his tactics, and that is is verging on breaking the law. You have to make him the bad guy in everyone's eyes, and keeping a log of everything that goes on will be very helpful.
